Appeal against a car parking ticket

Getting a parking ticket can be one of the most frustrating things to happen to a driver. This is the formal process which you should follow to object to a parking ticket:

If you have evidence that your ticket is unfair, be sure to send that in. If your objection is turned down then you can still pay at the discounted rate
  • If the council rejects your informal challenge and you don't pay the charge then you will be sent a Notice to Owner which is sent to the person who owns the car, regardless of whether this was the person who was driving the car at the time. If you receive a Notice to Owner, you can use the form to make formal representations to the council. The Notice to Owner form itself explains the legal grounds on which a formal representation may be made. You must make your representations within 28 days of receiving the form
  • If the council waives the Penalty Charge Notice, you will receive a letter informing you of this. If they decide that the PCN should not be waived, you will be sent a letter explaining why. This is called a Notice of Rejection of Representations. With this letter, you should receive a form called a Notice of Appeal, allowing you to appeal to the independent Parking Adjudicator
  • Parking Adjudicators are independent lawyers who are not part of the council. They will consider your case and a hearing will be held which you have a choice whether to attend. You can choose to deal with it by post. The Adjudicators' decision is final and is binding for you and the council.
