The bus lane rules are clear; it is illegal to drive in a bus lane unless you are a bus, an emergency vehicle, a cyclist, a vehicle collecting mail or a taxi (in most cases). Bus lanes have operational hours and clear signs indicate when the lane is not in use. When the bus lane is operational you should not venture into it as you will be contravening traffic law and will face a fine from the council in question.

If you have entered the lane to move out of the way of an emergency vehicle then you will not have to pay the fine. The four grounds for making an appeal against a bus lane fine are "I bought the vehicle after the date of the contravention; I have never owned the vehicle; the contravention did not occur; the contravention has already been dealt with by police/traffic warden/parking attendant."
