The best option is a hands free kit that is fully installed in the dashboard. This should be installed by a professional so as not to invalidate your warranty and so that you don't inadvertently install the kit in front of your air bag. If you have this type of hands free kit you can touch the phone whilst driving to answer a call. However, you can still be prosecuted for dangerous driving if you get distracted by using a hands free kit.

The safest option is to limit your use of a mobile phone whilst driving. If you can try to pull over and take the call or switch your phone off and return calls when it is safer to do so.
