New penalties for drivers caught using a handheld mobile at the wheel may not be as effective a deterrent as police had hoped, according to consumer groups.
Studies by Which? found that a third of motorists continue to talk on their phones - risking points on their licence and the loss of cheap car insurance - in spite of the changes made in February 2007.
On top of that, another third admitted to reading or writing text messages whilst driving, which also constitutes illegal use.
"Although people seem to be aware of the higher penalties for mobile phone use behind the wheel, many either don't understand or don't obey the revised law," said a Which? spokesman.
"Studies have proved that using your phone whilst driving increases the risk of an injury or an expensive motor insurance claim," said Gemma Turner on behalf of the cheap car insurance experts at CoverGirl.
"Drivers need to know that they're putting lives on the line every time they answer the phone. I can't think of a much more effective deterrent than that."
